Richard Snelgrove was elected in 2010 to a six-year term as an at-large member of the Salt Lake County Council. As such he represents all residents of the County, including all cities and the unincorporated areas. He will be up for election in 2016. The Council serves as the legislative branch of County government, responsible to approve budgets, taxes, ordinances and policies.
Richard has been an advocate of openness in government. He initiated legislation to require bond elections only in general elections, in even-numbered years, when the voter turnout is highest. He believes that since everyone pays taxes, the largest number of residents should participate in votes to increase taxes. He fought to help eliminate the hated UPD fee a year earlier than required by the state. He has opposed major projects that would increase long-term expenses and expand County government.
Richard is a member of the Board of Directors of the Unified Fire Authority, which provides fire protection in the County’s unincorporated areas and in several cities. He serves on the Environmental Quality Advisory Commission of the Salt Lake County Board of Health, the Sanitation District Board of Directors and the County Redevelopment Agency.
His extensive background of public service has given him a unique perspective in serving the citizens of Salt Lake County. He served as an Election Observer to Latin America for the State Department as well as a member of the National Small Business Advisory Council during the George HW Bush Administration. He was twice elected a member of the United States Electoral College. He was president of the Salt Lake County Republican Party and then the Utah State Republican Party. He served as district director for a Utah U.S. Congressman.
Snelgrove has started and run several successful small businesses. He is President of Snelgrove Travel Center Inc., which is in its 22nd year. The company has a staff of 13 people.
Richard is a life-long resident of Salt Lake County. He was raised in the Sugar House area of Salt Lake City and attended Highland High School. He graduated from the University of Utah in 1980. He and his wife JoLynn make their home in Murray and are the parents of four children. He has been a baseball and soccer coach as well as a Boy Scout leader. In his spare time, he enjoys camping with his family.
